These things are really hard to google, so hopefully this helps someone sometime.
You’re creating a plugin, but when you launch it (as the new IntelliJ with the plugin installed launches), instead of a glorious splash screen you see a small Already running written on the console.
It looks like there is some instance of IntelliJ still running in the background, for some reason. Hit up the Task Manager and kill all running instances of Java and things should return to normality, as far as plugin development can be normal.
